नई दिल्ली (एसएनबी)। ‘जो लोग बिजली का बिल अदा नहीं कर सकते है वे लोग बिजली कनेक्शन कटवा लें’ दिल्ली की मुख्यमंत्री शीला दीक्षित के इस बयान पर आरड्ब्ल्यूए के पदाधिकारियों ने तीखी प्रतिक्रिया व्यक्त की। उन्होंने क हा कि इस बात का जबाव आगामी विधानसभा चुनाव में दिया जाएगा। राजधानी में बिजली की बढ़ी दरों को लेकर भाजपा, आरड्ब्ल्यूए और आईएसी द्वारा प्रदर्शन किया गया था। इसके बाद दिल्ली सरकार ने दरों में संशोधन का आश्वासन दिया था। दिल्ली सरकार के आश्वासन के बाद डीईआरसी ने जनसुनवाई कर दरों में संशोधन किया था, जिससे बिजली उपभोक्ताओं के बिलों में .8 से 10 प्रतिशत तक कमीं आई थी। बिजली दरों में की गई कमीं से आरड्ब्ल्यूए के पदाधिकारी संतुष्ट नहीं हुए और उन्होंने दिल्ली सरकार से बिजली वितरण कंपनियों के खातों की जांच सीएजी से कराने की मांग की थी, लेकिन इस मांग को नहीं मानने पर आरड्ब्ल्यू ने ऑनलाइन याचिका दायर की थी। लगातार बिजली दरों में कमीं किए जाने की मांग के एक निजी न्यूज चैनल के संवाददाता के प्रश्न के जबाव में मुख्यमंत्री ने कहा कि जो लोग बिजली का बिल जमा नहीं कर सकते हैं वह अपने घर का बिजली कनेक्शन कटवा दें। 
प्रदेश भाजपा ने मुख्यमंत्री के बयान की निन्दा करते हुए कहा कि सरकार अपना दिमागी संतुलन खो चुकी है। प्रदेश अध्यक्ष विजेंद्र गुप्ता का कहना है कि दिल्ली सरकार पहले ही जनविरोधी बयान देकर तानाशाह होने का परिचय देती रही है, लेकिन इस बार के बयान से सारी सीमाएं टूट गयी हैं। ऐसा लगता है कि सरकार ने बिजली कंपनियों से हाथ मिला लिया है। इस बयान के लिए भाजपा ने मुख्यमंत्री से इस्तीफे की भी मांग की है। 
बयान पर आरड्ब्ल्यूए पूर्व दिल्ली ज्वाइंट फोरम के अध्यक्ष बीएस बोहरा ने कहा कि मुख्यमंत्री का बयान संवेदना शून्य वाला और घमंड से परिपूर्ण है। उन्हें जनता ने चुनकर भेजा है वह जनता के प्रति जबावदेय हैं। उन्होंने कहा कि जब 2002 में बिजली का निजीकरण किया गया था तब सरकार ने सपने दिखाए थे। वैसे ही सपने सरकार पानी के निजीकरण पर दिखा रही है। 
वहीं द. दिल्ली आरड्ब्ल्यूए की रंज्जू मिन्हास ने कहा कि सरकार बिजली वितरण कंपनियों के हितो की रक्षा करने के कारण जनता के हितों पर कुठाराघात कर रही है। 
वहीं आरड्ब्ल्यूए के अध्यक्ष अनिल वाजपेयी ने कहा कि सरकार आम आदमी के हितों की अनदेखी कर रही है। जनता इसका हिस्सा आगामी विधानसभा चुनाव में कांग्रेस से चुकता करेगी, जबकि राजीव कांकरिया ने कहा कि बेलआउट पैकेज लेने के बाद भी दोनों बिजली वितरण कंपनियों ने एनटीपीसी व अन्य बिजली उत्पादन कंपनियों का 3500 करोड़ से अधिक का भुगतान नहीं किया है। जो बकाया राशि बीएसईएस यमुना के पास है उससे बिजली खरीदकर दिल्ली में बिजली आपूर्ति करती है। इस कारण दोनों कंपनियों को केवल लाभ ही हो रहा है।

RWAs want CAG audit of discoms’ accounts

Consumer representatives are unwilling to give up their campaign for getting the Comptroller and Auditor General of India to verify the accounts of the three power distribution companies in the city.
A year after they sought an audit of the power discoms’ accounts by the CAG, residents’ welfare associations have launched an online campaign to intensify their movement. These consumers are unhappy that even a year after the Delhi Electricity Regulatory Commission gave its nod and the Delhi Government agreed to a CAG audit, there has been no move on the government’s front to take the decision forward.
“Almost six months ago, the Delhi Government had submitted in the Delhi High Court that CAG audit will be done. Though the Audited Balance Sheets of discoms exhibit clear profits, still, the DERC admitted their plea of losses. As a result, power tariff is being revised upwards regularly and consumers are forced to pay at high rates,” said B. S. Vohra of the East Delhi RWAs Joint Front.
The consumer representatives have also demanded that the DERC should make public the guidelines or parameters for raising or deciding the tariff. “The DERC had admitted in High Court about the absence of the same,” the RWA have claimed in the online petition.
Other demands include a separate neutral and a higher penalty for the discoms for failing to provide services. “We now have common neutral for all the meters in a building. Because of residual backflow we are paying 25 per cent to 30 per cent more. We demand separate neutral for each flat,” the consumers have put forth in their petition.
These issues apart from the concerns over inflated bills will be raised at a public hearing on October 8.

Over 100 Resident Welfare Associations today petitioned Prime Minister Manmohan Singh demanding a scrutiny of accounts of private power distribution companies by the Comptroller and Auditor General.

In the letter to the PM, the RWAs said the Delhi Electricity Regulatory Commission has been heeding to the demands of discoms to hike tariff though their balance sheets reflected clear profits.

"We have sent a petition to the Prime Minister demanding a CAG scrutiny of the accounts of the discoms," President of East Delhi RWAs Joint Front B S Vohra said.

The RWAs across the city have been demanding a roll back of the 26 per cent hike in power tariff effected by Delhi's power regulator DERC in July. BJP as well as Arvind Kejriwal and his supporters have also been demanding roll back of the hike.

Vohra said RWAs have sent copies of the petition to Delhi Chief Minister Sheila Dikshit and DERC chief P D Sudhakar.

बिजली वितरण कंपनियों ने की बिजली दरों में 72 प्रतिशत बढ़ोत्तरी की मांग

नई दिल्ली (एसएनबी)। डीईआरसी (दिल्ली विद्युत विनियामक आयोग) द्वारा बढ़ाई गई बिजली दरों से बिजली वितरण कंपनी बीएसइएस राजधानी और यमुना संतुष्ट नहीं है। इसलिए उन्होंने अपीलीय ट्ब्यिूनल में 72 प्रतिशत दरों में बढ़ोतरी करने का आवेदन किया है। इस मामले की सुनवाई में ट्रिब्यूनल ने आरड्ब्ल्यूए के भी पक्षकार बनाया है, अब इस मामले की सुनवाई अपील ट्रिब्यूनल में 19 नवंबर को होगी। राजधानी के विद्युत विनियामक आयोग ने वर्ष 2011-12 के वार्षिक टैरिफ के लिए जनसुनवाई के बाद 26 अगस्त 2011 को घरेलू बिजली दरों में 21.7 प्रतिशत की वृद्धि की थी। लेकिन दोनों बिजली वितरण कंपनियां आयोग के निर्णय से संतुष्ट नहीं थीं। इसलिए डीईआरसी के निर्णय के विरोध में बिजली वितरण कंपनियों ने सितंबर 2011 में अपीलीय ट्ब्यिूनल में याचिका दायर कर 72 प्रतिशत दरें बढ़ाने की मांग की थी। अपीलीय ट्रिब्यूनल ने मामले की सुनवाई शुरू कर इस मामले में आरड्ब्ल्यूए को भी पक्षकार बनाकर उनके सुझाव मांगे हैं। अब इस मामले में कुछ आरड्ब्ल्यूए पदाधिकारियों ने अपना पक्ष ट्रिब्यूनल में रख दिया है। कुछ आरड्ब्ल्यूए के पदाधिकारी पत्र के माध्यम से अपनी राय ट्रिब्यूनल को भेज रहे हैं।
 इस मामले में पूर्वी दिल्ली आरड्ब्ल्यूए ज्वाइंट फ्रंट के अध्यक्ष बीएस बोहरा ने बताया कि राजधानी की बिजली कंपनियां जनता को लूटने का कोई मौका नहीं छोड़ रही हैं। इसलिए वर्ष 2011-12 में 21.7 प्रतिशत दरें बढ़ने के बाद फ्यूल सरचार्ज के नाम पर बिजली दरों में पांच प्रतिशत की बढ़ोतरी हुई थी। इसके बाद फिर फ्यूल सरचार्ज के नाम पर बीएसईएस राजधानी और यमुना के क्षेत्र में बढ़ोतरी हुई थी। वर्ष 2012-13 के वार्षिक टैरिफ में घरेलू उपभोक्ताओं की बिजली दरों में 24 प्रतिशत की बढ़ोतरी डीईआरसी ने की है। इसके बाद भी अपीलीय ट्रिब्यूनल में दरों में 72 प्रतिशत बढ़ोतरी का प्रस्ताव दिया गया है। 
ऊर्जा के समन्वयक सौरभ गांधी ने कहा कि डीईआरसी और बिजली वितरण कंपनियां आपस में मिली हुई हैं। इसलिए सीएजी जांच की प्रतीक्षा नहीं कर रही है। उन्होंने कहा कि जब दिसंबर 2011 में दिल्ली सरकार ने सीएजी जांच के प्रस्ताव को स्वीकार कर लिया था, लेकिन डीईआरसी सीएजी जांच रिपोर्ट की प्रतीक्षा किए बिना ही बिजली दरें बढ़ाकर बिजली वितरण कंपनियों को लाभ पहुंचा रही है। उन्होंने कहा कि 19 नवंबर को ट्रिब्यूनल में होने वाली सुनवाई से पहले बिजली वितरण कंपनियों के सभी साक्ष्य जमा करा दिए जाएंगे। जिससे बिजली कंपनियों की कार्यशैली और आय का पता चल सके। इस मामले में डीईआरसी के अध्यक्ष पीडी सुधाकर ने कहा कि 26 अगस्त को 21.7 प्रतिशत बिजली दरों की बढ़ोतरी के खिलाफ बीएसईएस ने ट्रिब्यूनल मेंअपील की थी। इस अपील में उन्होंने बिजली दरें बढ़ाने की मांग की है। उन्होंने कहा कि अब मामला ट्रिब्यूनल में है इसलिए कोई प्रतिक्रिया व्यक्त नहीं की जा सकती। डीईआरसी के निर्णय के खिलाफ 2011 में दोनों बिजली वितरण कंपनियां गई थी अपीलीय ट्रिब्यूनल अपीलीय ट्रिब्यूनल में सुनवाई शुरू, आरडब्ल्यूए से मांगी राय, बनाया पक्षकार l

बिजली कंपनियों के अकाउंट का सीएजी ऑडिट कराने की मांग करते हुए आरडब्लूए प्रतिनिधियों ने पीएम को पिटीशन भेजी है। जिसमें कहा गया है कि बिना अकाउंट की सही से जांच किए बिजली के रेट तय करना दिल्ली वालों के साथ अन्याय है। 

ईस्ट दिल्ली आरडब्लूए जॉइंट फ्रंट के बी.एस. वोहरा ने कहा कि दिल्ली सरकार कह चुकी है हम सीएजी ऑडिट के लिए तैयार है। हाईकोर्ट में करीब छह महीने पहले कहा गया था कि सीएजी ऑडिट कराया जाएगा। लेकिन अभी तक भी कुछ नहीं हुआ है। बिजली कंपनियों की बैलेंस शीट साफ बताती हैं कि वे फायदे में हैं। बावजूद इसके डीईआरसी ने उन्हें घाटे में मानते हुए बिजली के रेट बढ़ा दिए। बिजली कंपनियों के एकाधिकार और मनमानी की वजह से लोगों को ज्यादा कीमत चुकानी पड़ रही है। 
एक्टिविस्ट एस.के. माहेश्वरी ने कहा कि कैबिनेट ने पिछले साल दिसंबर में बीएसईएस को 500 करोड़ का बेलआउट पैकेज देने पर सहमति जताई थी। साथ ही जब से बिजली निजी हाथों में गई है तब से अब तक कंपनियों के अकाउंट की सीएजी से ऑडिट कराने का भी फैसला लिया था। बेलआउट तो दे दिया गया लेकिन ऑडिट अभी तक नहीं किया गया। 

ऊर्जा संगठन के सौरभ गांधी ने कहा कि सरकार ने विधानसभा में सीएजी ऑडिट कराने का प्रस्ताव पास तो कर दिया पर इसे लागू नहीं कर रही । जब तक ऑडिट नहीं हो जाता तब तक कैसे साफ होगा कि कंपनियां लॉस में हैं या प्रॉफिट में। कंपनियां पावर फाइनेंस कॉरपोरेशन को अलग आंकड़े दे रही हैं और डीईआरसी को अलग। एक ही कंपनी के अकाउंट में करीब 2000 करोड़ की हेराफेरी है। ऐसे में जब तक सीएजी ऑडिट नहीं हो जाता कैसे यकीन किया जाए कि जिस अकाउंट को आधार बनाकर दिल्ली की जनता से मोटे बिल वसूले जा रहे हैं वह सही हैं। उन्होंने कहा कि बिजली कंपनियों को आरटीआई के दायरे में लाया जाना चाहिए। जब कंपनियों में 49 पर्सेंट शेयर सरकार का है तो सरकार क्यों आरटीआई से बच रही है।

बिजली कंपनियों के खातों की हो सीएजी जांच

नई दिल्ली। बिजली कंपनियों के खातों की जांच कराने की मांग को लेकर ऑनलाइन सिग्नेचर कैंपेन चलाया गया है। बिजली दरों की बढ़ोतरी को गलत बताते हुए आरडब्ल्यूए ज्वाइंट फ्रंट ने इस मुहिम की शुरुआत की है। फ्रंट का कहना है कि जैसे ही सौ लोगों के ऑनलाइन सिग्नेचर मिल जाएंगे, हम उनकी प्रति व मांगों की सूची मुख्यमंत्री, प्रधानमंत्री व डीईआरसी के चेयरमैन को भेज देंगे। मुहिम में हिस्सा लेने के लिए वेबसाइट बनाई गई है। वेबसाइट पर मांगों की जानकारी व सरकार के रुख के बारे में बताया गया है। अगर उपभोक्ता इससे सहमत है तो वह उसे पढ़कर अपना नाम व पता लिखकर सहमति जता सकता है। बाद में उन नामों की सूची मांगों के साथ भेजी जाएगी। ज्वाइंट फ्रंट के अध्यक्ष बीएस वोहरा ने बताया कि बिजली कंपनियां फायदे में है, इसके बावजूद बिजली के दाम बढ़ाकर उपभोक्ताओं पर भार डाला जा रहा है। सरकार ने खुद एक साल पहले कंपनियों के खाते की जांच के लिए कहा था। कोर्ट में भी यह दलील सरकार की ओर से रखी गई थी, लेकिन आज तक इसको लेकर कोई पहल नहीं की गई है। इसके उलट लगातार दाम बढ़ाए जाते रहे। सरकार से बिजली कंपनियों के खातों की जांच सीएजी से कराने के लिए हमने यह मुहिम शुरू की है। राहत भरे नए स्लैब को उपभोक्ता के साथ छलावा बताते हुए उन्होंने कहा कि इससे उपभोक्ताओं को महज 40 रुपये का फायदा होगा।

राज्य ब्यूरो, नई दिल्ली : बिजली दरों में भारी बढ़ोतरी से परेशान दिल्ली वालों का कहना है कि यदि निजी बिजली कंपनियों के खातों की जांच भारत के नियंत्रक एवं महालेखा परीक्षक (कैग) से कराई जाए तो उन्हें बढ़ी बिजली दरों से मुक्ति मिल जाएगी। इसके लिए रेजीडेंट वेलफेयर एसोसिएशनों (आरडब्ल्यूए) के प्रतिनिधियों ने प्रधानमंत्री मनमोहन सिंह, मुख्यमंत्री शीला दीक्षित के नाम एक ऑनलाइन याचिका शुरू की है, जिसमें अब तक 100 से अधिक आरडब्ल्यूए प्रतिनिधि हस्ताक्षर कर चुके हैं। 

यह मुहिम शुरू की है कि पूर्वी दिल्ली आरडब्ल्यूए ज्वाइंट फ्रंट ने। फ्रंट के बीएस वोहरा का कहना है कि इस मुहिम को बहुत समर्थन मिला है, क्योंकि कंपनियां दिल्ली बिजली नियामक आयोग (डीईआरसी) के समक्ष बार-बार गलत खाते पेश करके जनता को परेशान कर रही हैं। 

यूनाइटेड रेजिडेंट ज्वाइंट एक्शन (ऊर्जा) के सदस्य एसके माहेश्वरी ने कहा कि दिल्ली सरकार बिजली कंपनियों के खातों की जांच कैग से कराने की सिफारिश करे, तब ही लोगों की परेशानी कम होगी। दिल्ली सरकार के मंत्रीमंडल ने पिछले साल दिसंबर में बीएसईएस को 500 करोड़ रुपये का बेलआउट पैकेज देने पर सहमति जताई थी, साथ ही जब से बिजली निजी हाथों में गई है, तब से अब तक कंपनियों के अकाउंट की सीएजी से ऑडिट कराने का भी फैसला लिया था। बेलआउट तो दे दिया गया लेकिन ऑडिट अभी तक नहीं किया गया।

Kejriwal’s power crusade irresponsible: CM

 
Delhi Chief Minister Sheila Dikshit has slammed India Against Corruption activist Arvind Kejriwal’s campaign against inflated electricity bills in Delhi, calling it ‘irresponsible’. “In New Delhi, record electricity was consumed, more than 5,500 MW. You and I have done so. Naturally the prices will go up. In this situation, to make irresponsible statements is wrong,” Dikshit said.
Meanwhile, with all appeals falling into the deaf ears of the Delhi Electricity Regulatory Commission (DERC), the Federation of RWAs has now sent an online petition to the Prime Minister demanding a CAG audit into the accounts of the discoms.
For the past over one year, various federations of RWAs have been writing to DERC chief PD Sudhakar and the CM to conduct a CAG audit into the accounts of these discoms. “The balance sheets of these discoms reflect that they are making profits. The DERC annual report also shows that these discoms are making profits. The audit conduced by the Power Finance Corporation Limited also shows that there are no losses,” said BS Vohra of the East Delhi RWA Joint Front.
Dikshit had also ordered a CAG inquiry into the accounts of these discoms and had also told the Delhi HC that a CAG audit will be done.
